To get the ball rolling, here is one of our suggestions:
Taxation:
The Come Home team’s wish list would start with a ‘Clean Slate’ personal income tax amnesty for returning citizens, particularly for those who may have informally emigrated, or left the country without first regularising their tax affairs. This amnesty would be granted on condition that each returning citizen registers afresh with the Internal Revenue department, and applies for a tax directive within 6 months of returning.
thats where we get it wrong. if you are from diaspora you had more ways of making money. you should contribute to your country more. when you are not ready to come back home then do not. I dont agree with it. what amnesty are we suposed to hold. Its better to get 12months tax free salaries from countries in which we are moving from. Our contry is being robbed the same way you want “to come-home”. so where is the help then? its why they says “Zimbabweans dont know how to make their economy beter”. you pay high taxes in diaspora because they know thats what makes them strong. In return you steal from your own country- no. Pay taxes to Zimbabwe to make it rich and monitor the funds.
You make a good point and of course Zimbabwe needs our taxes – but we still think that people who left Zim WITHOUT putting their tax affairs in order, should be given tax amnesty and a clean slate, so they do not get prosecuted the minute they get home. (Although outstanding tax calculations of several billion dollars wouldn’t be much to pay, the penalties would still apply – in some cases, jail – and nobody wants to land up there!!!).
The tax directive would apply to self-employed persons. Normal sales tax and PAYE would apply immediately to anyone buying items or getting a salary.
